Uh, Duh
Will the idiotic walker/owner of a Beagle puppy please wait on the sidewalk, not the street, for the light to change so as to protect the puppy from being run over by a bus?

I'd like to suggest that the human protect herself as well. But obviously she didn't give two shits about safety if she knowingly stood in harm's way.

Look, fellow humans. If you want to get run over by a vehicle, bus, truck, etc., that's fine by me. Jaywalk, skip, slither, daintily prance across the street to the tune of A Spoonful of Sugar in the midst of speedy traffic all you want. Break a limb or two. I don't care-- we have the freedom to make choices, even if they're nonsensical.
However, whenever a puppy backs out of the way of an oncoming bus by frantically hiding behind your calves, it usually means that you're putting his/her little life in danger. So dog owners and walkers, while this might be too profound and complicated a concept to ingest, perhaps you should attempt at responsibility for the creatures you've chosen to care for.
Uh-duh.

This makes me almost as irate as when people with toddlers cross the street by leading with the stroller. Definitely in my top five pet peeves.

Agreed.
I'm thinking of adding an "Uh-Duh" category on here.
